Paterson Court was constructed more than 70 years ago (1938 and 1946) and no comprehensive rehabilitation or modernization of the property or its systems has occurred since. 30 years ago (in 1990), modifications were made to roofing, insulation, and utilities. However, the replaced components have exceeded their remaining useful life and according to the PNA, the repairs “did not address the systemic structural and infrastructure issues of the property.”
